By we in both instances, David means himself and his former friend, whom he is addressing, so use the inclusive form of that word in your translation if your language marks that distinction. However, if you translated verse 13 as if David were speaking about his friend rather than to him, then we would not include the people to whom he is speaking (anyone else hearing this song), so use the exclusive form of that word in your translation if your language marks that distinction.
