ULT The sentence is by the decree of the watchers, and the decision is a command of the holy ones, so that the living may know that the Most High is ruler over the kingdom of men and gives it to whom he wishes and sets over it the lowliest of men.’
UST The holy ones in heaven have issued a decree. They want everyone to know that God Most High rules over all the kingdoms in this world. He is the one who chooses the people to rule these kingdoms. He sometimes places very unimportant people in places of importance.’
