19:3 I am the Lord (see 18:2): These words break ch 19 into terse, staccato sections (19:3, 4, 10, 12, 14, 16, 18, 25, 28, 30, 31, 34, 36, 37). Each use served to remind Israel why they were to obey God’s regulations.
