Normally the OET discourages the reading of individual ‘verses’, but this view is only designed as a tool for Bible-translators and others doing comparisons of different translations—the older translations are further down the page (so you can read up from the bottom to trace the English translation history). This could mean: (1) that David is speaking to the Amalekite even though he cannot hear him (since he is already dead) in order to show in a strong way how he feels about his claim that he killed Saul. He would actually be speaking to the people who can hear him, the men around him. If this would not be clear to your readers, you could translate David’s words as if he were speaking directly to those who can hear him. Alternate translation: [And David said, “His blood is on his own head, for his mouth answered against him, saying, ‘I myself killed the anointed of Yahweh]; (2) that the young man had not died yet and David was speaking to him directly. (The author’s statement in the previous verse, “and he died,” would be a description of what ultimately happened.) Alternate translation: [And David said to him as he was dying, “Your blood is on your head, for your mouth answered against you, saying, ‘I myself killed the anointed of Yahweh]
Note 2 topic: grammar-connect-logic-result
דָּמְךָ֖ עַל־רֹאשֶׁ֑ךָ כִּ֣י פִ֗יךָ עָנָ֤ה בְךָ֙ לֵאמֹ֔ר אָנֹכִ֥י מֹתַ֖תִּי אֶת־מְשִׁ֥יחַ יְהוָֽה

If it would be more natural in your language, you could reverse the order of these phrases, since the second phrase gives the reason for the result that the first phrase describes. Alternate translation: [Since your mouth answered against you, saying, ‘I myself killed the anointed of Yahweh,’ your blood is on your head]
Note 3 topic: figures-of-speech / metonymy
דָּמְךָ֖ עַל־רֹאשֶׁ֑ךָ
(Some words not found in UHB: and=he/it_said to=him/it Dāvid blood_of,your on/upon/above/on_account_of//he/it_went_in head_of,your that/for/because/then/when mouth_of,your_own testified in=you(ms) to=say I killed DOM anointed_of YHWH )
David is using the term blood by association to mean “death,” since the young man he summoned shed the Amalekite’s blood when he killed him. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [Your death is on your head]
Note 4 topic: figures-of-speech / idiom
דָּמְךָ֖ עַל־רֹאשֶׁ֑ךָ
(Some words not found in UHB: and=he/it_said to=him/it Dāvid blood_of,your on/upon/above/on_account_of//he/it_went_in head_of,your that/for/because/then/when mouth_of,your_own testified in=you(ms) to=say I killed DOM anointed_of YHWH )
When David says on your head, he is using a common expression that means that someone is morally and legally responsible for something. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [You are responsible for your own death]
Note 5 topic: figures-of-speech / personification
פִ֗יךָ עָנָ֤ה בְךָ֙
mouth_of,your_own testified in=you(ms)
David is speaking of the young man’s mouth as if it were a living thing that could testify against him. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [you testified against yourself]
Note 6 topic: figures-of-speech / quotesinquotes
אָנֹכִ֥י מֹתַ֖תִּי אֶת־מְשִׁ֥יחַ יְהוָֽה
I (Some words not found in UHB: and=he/it_said to=him/it Dāvid blood_of,your on/upon/above/on_account_of//he/it_went_in head_of,your that/for/because/then/when mouth_of,your_own testified in=you(ms) to=say I killed DOM anointed_of YHWH )
If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [saying that you yourself killed the anointed of Yahweh]
Note 7 topic: writing-quotations
לֵאמֹ֔ר
to=say
The term saying introduces a direct quotation. In your translation, use a natural way of introducing direct quotations in your language. It may not be necessary to represent this term explicitly, here and throughout your translation.
