Moses is speaking of a person who has no possessions as if he were an empty container. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [you must not let him leave without provisions]

This is a double negative, consisting of the negative particle not and the negative adverb emptily. If it would be clearer in your language, you could use a positive expression to translate this. Alternate translation: [you must send him with provisions]
15:1-23 The Law included the regulation of borrowing and lending so that the poor could survive deprivation. It provided restrictions to allow the rich to minister to the needs of the poor without exploiting them.
