Here Moses is speaking of social status as if it were physical position, with rise up above you higher and higher meaning that foreigners will gain increasing social status, wealth, and power, and descend lower and lower meaning that the Israelites will lose social status, wealth, and power. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. Alternate translation: [will become more and more influential than you, while you become less and less influential]
