Moses says would not attempt to set the bottom of her foot on the ground as an extreme statement for emphasis. It could mean that the woman has always had servants to carry her places or that she’s always had shoes to protect her feet from the cold and dirt of the ground. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [who has always been carried everywhere] or [who has always had clean, warm feet]
