See the discussion in the introduction to 1 Kings of how the author and characters sometimes use one part of a person, his hand, to mean all of him in the act of conveying something. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [with you]

The word translated as cakes as a description of a kind of food occurs only here in the Old Testament, so its meaning is not entirely certain. The context suggests that it means some kind of small, baked good. One ancient version adds an explanation that these were a gift for Ahijah’s children. In your translation, you could use the name of a similar food item that your readers would recognize. You could also use a general expression, as the UST does. Alternate translation: [and biscuits] or [and cookies]

Jeroboam is stating the pronoun He separately, even though the verb translated as he will declare already includes this meaning. He is doing that in order to emphasize the contrast between what he wants his wife to do and what he expects Ahijah to do. If a speaker of your language would use an explicit pronoun for the same purpose, you may want to use that construction in your translation.
