The author seems to be rephrasing what Yahweh said in [21:13](../21/13.md), “I will stretch over Jerusalem the measuring line of Samaria.” So it would be appropriate to use a verbal form in your language, as the ULT does, that shows that this is something Yahweh had said in the past, not something that he said even after Josiah made all of his reforms.
