This could mean: (1) that these altars were on the roof of an upper chamber that Ahaz had built somewhere in the palace complex. Alternate translation: [that were on the roof of the upper chamber of Ahaz] or (2) that these altars were on the roof of the palace, near an upper chamber that Ahaz had built. Alternate translation: [that were on the palace roof near the upper chamber of Ahaz]

The verbs ran and threw together express a single idea. The word ran tells in what way Josiah removed the dust and threw it into the Kidron Valley (or had his servants do this). If it would be more natural in your language, you could express this meaning in a different way. Alternate translation: [And he hastened to have their dust thrown into the Valley of Kidron]
