Bringing the ashes of the burned idolatrous objects to the city of Bethel, which was outside the borders of Judah but under Judean control, was a symbolic action by which Josiah showed that he wanted no trace of these objects to remain in his kingdom. Furthermore, since idolatry in Israel had begun when Jeroboam placed a calf image in Bethel, this was a symbolic way of sending idolatry back to where it began in order to end it definitively.
