The author is using the phrase his eyes had set to describe an eye condition that was most likely cataracts. He said of Eli in [3:2](../03/02.md) that “his eyes had begun to be dim,” that is, he could see objects only faintly. Now the cataracts had advanced to the point where his eyes no longer moved.
