The author expects readers to understand that Jonathan is suggesting that he and his armor-bearer cross the valley from Geba to the top of the cliff where the Philistine garrison was, based on the author’s statements in 13:16 that the Israelites were occupying a position in Geba and in 13:23 that the Philistines had sent a detachment of soldiers to guard the pass of Michmash. You could indicate this explicitly in your translation if that would be helpful to your readers.
