Yahweh is using the question form to emphasize that he never asked any of Israel’s leaders to build him a house. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I did not speak a word with one of the scepters of Israel whom I commanded to shepherd my people Israel, saying, ‘Why have you not built for me a house of cedars’!]

הֲדָבָ֣ר דִּבַּ֗רְתִּי אֶת
a,word? (Some words not found in UHB: in,every where moved in=all sons_of Yisrael a,word? speak DOM one tribes_of Yisrael which/who commanded to,shepherd DOM people_of,my DOM Yisrael to=say to/for=what not built to=me house_of cedar )
Yahweh is using the term word to represent what he might have said by using words. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [did I give a command to]
Note 3 topic: figures-of-speech / metonymy
אַחַד֙ שִׁבְטֵ֣י יִשְׂרָאֵ֔ל
one (Some words not found in UHB: in,every where moved in=all sons_of Yisrael a,word? speak DOM one tribes_of Yisrael which/who commanded to,shepherd DOM people_of,my DOM Yisrael to=say to/for=what not built to=me house_of cedar )
Here, scepters represents “leaders,” since leaders held scepters as an emblem of their office. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [any of the leaders of Israel]
Note 4 topic: figures-of-speech / metaphor
לִרְע֛וֹת
to,shepherd
Here, Yahweh is speaking as if each of these leaders was a shepherd and as if his people Israel were sheep. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [to guide]
Note 5 topic: figures-of-speech / metonymy
בֵּ֥ית אֲרָזִֽים

See how you translated the similar expression in [7:2](../07/02.md). Alternate translation: [a temple built from cedar wood]

OET (OET-RV) In all those places, I never once queried the leaders to ask why they never built a cedar house for me.’
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
