Yahweh is using the question form to emphasize that he never asked any of Israel’s leaders to build him a house. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I did not speak a word with one of the scepters of Israel whom I commanded to shepherd my people Israel, saying, ‘Why have you not built for me a house of cedars’!]
