In this verse, the words him and he are singular in form, but they refer to all the Israelites as a group. If it would be helpful in your language, you could use the plural forms of these words. Yahweh is speaking here as if he would physically plant the Israelites, as if they were a tree or some other plant. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [and I will make them secure]
