15:4 If Israel lived in perfect obedience to the covenant, there would be no poor in the nation. However, this ideal was never realized in ancient Israel, and poverty was very much an issue.

Moses is using the adjective poor as a noun to mean poor people. Your language may use adjectives in the same way. If not, you could translate this word with an equivalent phrase. Alternate translation: [destitute ones]

Moses is repeating forms of the verb bless in order to intensify the idea that it expresses. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the emphasis. Alternate translation: [Yahweh will surely bless you]
