OET (OET-LV)And he, having_looked_intently at_him and having_become frightened, said:
What is_it, master?
And he_said to_him:
The prayers of_you, and the alms of_you, went_up for a_memorial before the god.

OET (OET-RV)Cornelius was scared and looked intently and asked, “What is it, master?”
¶ Your prayers and your helping the poor rose up to God’s notice and attention,” he said.

uW Translation Notes:

Note 1 topic: writing-pronouns

ὁ δὲ, ἀτενίσας αὐτῷ

he and /having/_looked_intently ˱at˲_him

The pronoun he stands for Cornelius, and the pronoun him stands for the angel. Alternate translation: [But Cornelius, staring at the angel]

Note 2 topic: writing-politeness

τί ἐστιν, κύριε

what ˱it˲_is lord

Cornelius uses the respectful title lord because he recognizes that he is speaking to a messenger from God. See how you translated the similar term in 9:5.

Note 3 topic: writing-pronouns

εἶπεν δὲ αὐτῷ

said ˱he˲_said and ˱to˲_him

The pronoun he stands for the angel, and the pronoun him stands for Cornelius. Alternate translation: [And the angel said to Cornelius]

Note 4 topic: figures-of-speech / metaphor

αἱ προσευχαί σου, καὶ αἱ ἐλεημοσύναι σου, ἀνέβησαν εἰς μνημόσυνον ἔμπροσθεν τοῦ Θεοῦ

the prayers ˱of˲_you and the alms ˱of˲_you went_up for /a/_memorial before ¬the God

A memorial offering was the portion of an offering brought to the priests for their support that was burned on the altar as a pleasing aroma for God, to give God an occasion to remember the worshiper. The angel is using this offering to tell Cornelius that God is aware of his devotion and generosity and that God is pleased with those things. You could translate this metaphor as a simile, or you could explain its meaning. Alternate translation: [Your prayers and your alms have gone up like a memorial offering before God] or [God is aware of your prayers and your alms, and he is pleased with them]

Note 5 topic: figures-of-speech / idiom

ἔμπροσθεν τοῦ Θεοῦ

before ¬the God

Here, before means “in the presence of.” Alternate translation: [into the presence of God]

TSN Tyndale Study Notes:

10:1-8 a Roman army officer: Literally a centurion, the highest-ranking non-commissioned officer in the Roman army, in command of a century, a subdivision of roughly 100 men. Luke often describes centurions in favorable terms (10:22; 21:32; 22:25-26; 23:17, 23; 27:611, 43; 28:16; Luke 7:1-10; 23:47). It was important for Luke to show that Christianity was not hostile to Roman officials or institutions and could, like Judaism, be permitted in the Roman Empire (see Acts Book Introduction, “Purposes of Acts: Politics”).
• a captain of the Italian Regiment: A regiment included six centuries; a Roman legion was usually divided into ten regiments. The New Testament mentions the Italian Regiment and the Imperial Regiment (Acts 27:1).

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.

Acknowledgements: The SR Greek text, lemmas, morphology, and VLT gloss are all thanks to the SR-GNT.
