In this section Paul instructed the Corinthian believers about how they should worship God together. First, he compared prophecy and tongues. He stressed the value of prophecy for building up the church. Then he said they should conduct their worship services in an orderly and harmonious way. They were not to speak all at once. People who spoke in tongues should have someone to interpret, and women were to remain silent in the assembly.

In this paragraph Paul resumed his discussion about spiritual gifts that he began in 12:31. He compared the gift of speaking in tongues and the gift of prophecy. He said that the gift of prophecy is more useful to the church.
For he who speaks in a tongue does not speak to men, but to God.
This is because a person who speaks in an unknown tongue does not address people, but addresses God.
Those who speak in unknown/miraculous languages speak to God, not to people.
For: The Greek conjunction that the BSB translates as For introduces a reason why believers should especially desire to prophesy.
he who speaks in a tongue does not speak to men, but to God: Other people could not understand what the person said who spoke in tongues. Only God could understand.
Here are some other ways to translate this sentence:
If you speak in tongues, you do not speak to people but to God
Those who speak in the spiritual gift of tongues speak to God, but not to people
a tongue: This refers to the spiritual gift of speaking in tongues. This word was used in 12:10d and 13:1a and you should translate it in a similar way here.
men: The Greek word that the BSB translates as men is literally “people.” It includes both men and women.
Indeed, no one understands him;
For no one understands him,
Truly, nobody knows what they are saying,
Indeed: The Greek conjunction that the BSB translates as Indeed introduces the grounds for Paul’s statement that a person who speaks in tongues is not speaking to people.

no one understands him: The phrase no one understands him means that no person can understand what a person who speaks in tongues is saying.

There is a Greek conjunction which connects 14:2c to 14:2b. The BSB and some other English versions do not translate this conjunction. There are two ways to understand this conjunction:
It introduces a contrast. Even though no one understands the person who speaks in tongues, he speaks spiritual mysteries. For example:
but he utters mysteries in the Spirit (ESV) (ESV, KJV, NLT, NASB, RSV)
It introduces a reason. It tells the reason why no one understands the person who speaks in tongues. For example:
for he speaks divine mysteries in the Spirit (REB) (REB, NRSV)
It is recommended that you follow interpretation (1), because translation and commentary support for it is stronger.See, for example, Kistemaker, p. 477.
he utters mysteries: The phrase he utters mysteries indicates that anyone who speaks in tongues speaks hidden or secret things.

in the Spirit: There are two ways to understand the meaning of the Greek word that the BSB translates as in the Spirit:
It refers to the Holy Spirit of God. For example:

It refers to a person’s own spirit. For example:
in his spirit (NASB) (NASB, NIV, GW)
It is recommended that you follow interpretation (1) because translation and commentary support for it is stronger.See, for example, Thiselton, p. 1086, Fee, p. 657, Kistemaker, p. 477–478. According to 12:10–11, the person speaking in tongues spoke with the help of the Holy Spirit.

Paul is speaking of people “speaking in tongues” in general; he is not speaking of one particular person. If it would be helpful in your language, you could express this form with a form that refers to people in general. Alternate translation: [anyone who speaks in a tongue]

Although the words men and he are masculine, Paul is using them to refer to anyone, whether man or woman. If it would be helpful in your language, you could use a non gendered word or refer to both genders. Alternate translation: [to humans … but he or she speaks]

If your language does not use an abstract noun for the idea behind mysteries, you can express the idea by using an adjective such as “secret” or “mysterious.” Alternate translation: [mysterious words]

Here, spirit could refer to: (1) the Holy Spirit, which enables or empowers the person to speak in the tongue. Alternate translation: [in God’s Spirit] or [by the power of God’s Spirit] (2) the person’s spirit, which refers to the interior life of a person. It is from this interior life that the tongue originates. Alternate translation: [in his spirit]
14:1-25 Having emphasized the supreme importance of love (ch 13), Paul returns to the subject of spiritual gifts. Their relative value is defined by the benefit they give to others, which is characteristic of love (ch 13). In that light, Paul contrasts the over-valued gift of tongues with the more beneficial gift of prophecy.
