OET (OET-LV)So_then the tongues for a_sign are, not to_the ones believing, but to_the unbelievers, and the prophecy, not to_the unbelievers, but to_the ones believing.

OET (OET-RV)So then, speaking in other languages is a sign, not for believers, but for unbelievers. However in contrast, prophecy is not for unbelievers, but for believers.

SIL Open Translator’s Notes:

Section 14:1–40 Believers should worship God in an orderly way

In this section Paul instructed the Corinthian believers about how they should worship God together. First, he compared prophecy and tongues. He stressed the value of prophecy for building up the church. Then he said they should conduct their worship services in an orderly and harmonious way. They were not to speak all at once. People who spoke in tongues should have someone to interpret, and women were to remain silent in the assembly.

Here are some other possible section headings:

Good order in worship

The spiritual gifts of prophecy and tongues

Use spiritual gifts to help the church grow

Paragraph 14:20–25

In this paragraph Paul contrasted the purpose of tongues and the purpose of prophecy. The gift of tongues was a sign to unbelievers of God’s judgment upon them. But when the believers prophesied, unbelievers can repent.

14:22a

Tongues, then, are a sign, not for believers, but for unbelievers.

Tongues…are a sign, not for believers, but for unbelievers: In some languages it may be natural to make a positive statement before a negative. For example:

Tongues are a sign for unbelievers. They are not a sign for believers.

a sign: A sign is something that signals, or points to something other than itself. Paul did not say what tongues are a sign of. The quotation from Isaiah suggests that they are a sign of God’s anger or of judgment.

Here is another way to translate this clause:

Tongues are a warning for unbelievers, not for believers.

then: The Greek word that the BSB translates as then means “therefore.” It introduces a conclusion drawn from verse 14:21.

14:22b

Prophecy, however, is for believers, not for unbelievers.

The Greek begins this clause with a conjunction that the BSB translates as however, which indicates a contrast. Here are some other ways to translate this conjunction:

but

on the other hand

Prophecy…is for believers, not for unbelievers: The implied information is that prophecy is also a sign.

Here is another way to translate this clause:

prophecy is a sign not for unbelievers but for believers (ESV)

however: The Greek conjunction that the BSB translates as however indicates a contrast. See the pre-note for ways the translation this conjunction

uW Translation Notes:

εἰς σημεῖόν εἰσιν

for (Some words not found in SR-GNT: Ὥστε αἱ γλῶσσαι εἰς σημεῖον εἰσίν οὒ τοῖς πιστεύουσιν ἀλλά τοῖς ἀπίστοις ἡ δέ προφητεία οὒ τοῖς ἀπίστοις ἀλλά τοῖς πιστεύουσιν)

Here, sign could be: (1) a negative indication of God’s judgment or wrath. This would fit with what the quotation from Isaiah in the last verse suggests. Alternate translation: [are an indication of God’s judgment] (2) a positive indication of what convicts or impresses people. This would fit with what “signs” means in [1:22](../01/22.md), but it does not fit well with the next two verses (See: [14:23–24](../14/23.md)). Alternate translation: [are impressive] or [are convicting]

Note 1 topic: figures-of-speech / infostructure

σημεῖόν & οὐ τοῖς πιστεύουσιν, ἀλλὰ τοῖς ἀπίστοις & οὐ τοῖς ἀπίστοις, ἀλλὰ τοῖς πιστεύουσιν

(Some words not found in SR-GNT: Ὥστε αἱ γλῶσσαι εἰς σημεῖον εἰσίν οὒ τοῖς πιστεύουσιν ἀλλά τοῖς ἀπίστοις ἡ δέ προφητεία οὒ τοῖς ἀπίστοις ἀλλά τοῖς πιστεύουσιν)

If your language would naturally put those whom the signs are to before those whom they are not to, you could rearrange the clauses so that the not clause is second. Alternate translation: [a sign to the unbelievers, not to those who believe … is to those who believe, not to the unbelievers]

Note 2 topic: figures-of-speech / ellipsis

ἡ & προφητεία, οὐ

¬the & prophecy (Some words not found in SR-GNT: Ὥστε αἱ γλῶσσαι εἰς σημεῖον εἰσίν οὒ τοῖς πιστεύουσιν ἀλλά τοῖς ἀπίστοις ἡ δέ προφητεία οὒ τοῖς ἀπίστοις ἀλλά τοῖς πιστεύουσιν)

Here Paul omits some words that your language may require to make a complete thought. The Corinthians could have inferred: (1) the words “is for a sign,” since Paul used these words in the first half of the verse. Alternate translation: [prophecy is for a sign, not] (2) the word “is,” since Paul’s language often implies “is” when there is no verb. See the ULT.

ἡ & προφητεία, οὐ

¬the & prophecy (Some words not found in SR-GNT: Ὥστε αἱ γλῶσσαι εἰς σημεῖον εἰσίν οὒ τοῖς πιστεύουσιν ἀλλά τοῖς ἀπίστοις ἡ δέ προφητεία οὒ τοῖς ἀπίστοις ἀλλά τοῖς πιστεύουσιν)

If Paul implies “for a sign” here, then sign could mean what it meant earlier in the verse, but it more likely means something different. A sign could be: (1) a positive indication of what convicts or impresses people. Alternate translation: [prophesy is impressive, not] or [prophecy is convicting, not] (2) a negative indication of God’s judgment or wrath. Alternate translation: [prophecy is an indication of God’s judgment, not]

Note 3 topic: figures-of-speech / abstractnouns

ἡ & προφητεία

¬the & prophecy

If your language does not use an abstract noun for the idea behind prophecy, you can express the idea by using a verb such as “prophesy.” Alternate translation: [what people prophesy]
