The words translated you shall remain and you were are plural here because Moses is addressing the Israelites as a group, but you did not listen is singular because it refers to each individual Israelite. So use the plural form for the first two phrases and the singular form for the last phrase in your translation if your language marks that distinction.

Here Moses is making a comparison between the number of Israelites and the stars of the heavens. The point of this comparison is that just as the stars of the heavens are countless, so were the Israelites numerous in the past. If it would be helpful in your language, you could make this point explicitly. Alternate translation: [you were as countless as the stars of the heavens] or [you were very numerous]
