OET (OET-RV) so speak to all the skilled craftsmen who’ve been given the spirit of wisdom, and they can make Aharon’s clothes to dedicate him as my priest.
Note 1 topic: figures-of-speech / yousingular
וְאַתָּ֗ה
and=you(ms)
Here, you refers to Moses; in this case, it is used to highlight that he is the person who must do the next thing.
Note 2 topic: figures-of-speech / parallelism
אֶל־כָּל־חַכְמֵי־לֵ֔ב אֲשֶׁ֥ר מִלֵּאתִ֖יו ר֣וּחַ חָכְמָ֑ה
to/towards all/each/any/every skilled heart which/who given,him spirit wisdom
There is a little bit of parallelism here. Yahweh is clarifying who causes someone to be wise of heart. You could translate this in a more causative way if that would make more sense. Alternate translation: “to anyone whom I have filled with the spirit of wisdom, making them wise of heart”
Note 3 topic: figures-of-speech / metonymy
אֶל־כָּל־חַכְמֵי־לֵ֔ב אֲשֶׁ֥ר מִלֵּאתִ֖יו ר֣וּחַ חָכְמָ֑ה
to/towards all/each/any/every skilled heart which/who given,him spirit wisdom
Here, heart and spirit are both referring to things innately possessed by a person that is, traits of a person. Wisdom refers to skill or talent with crafting in this case. Together wise of heart and filled with the spirit of wisdom both essentially mean “a talented craftsman.” If it would be more clear to your readers, you may consider making some of this more explicit. Alternate translation: “to every talented craftsman, those whom I have made skilled in their work”
28:1-43 These glorious and beautiful (28:2) garments for Aaron were to distinguish him as a priest set apart (Hebrew qadash, “consecrated”) for [the Lord’s] service (28:3). The magnificence of these garments is in keeping with the grandeur of the Tabernacle, which functioned as a portable earthly palace for God. There would come a day when Jesus Christ, the true High Priest, would enter the Most Holy Place once for all, and the distinction between priests and people would fade away (Heb 10:11-22). Until that time, human mediators were needed to symbolize the wonderful thing that God was planning to do in the hearts, lives, and behaviors of those with whom he shared his presence.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
