The men are speaking as if not taking action were the same thing as being silent. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: [And are you not taking action?]

The men are using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You should not be silent!] or [You should really take action!]
18:1-31 The migration of the Danites (cp. Josh 19:40-48) is the story of that tribe’s failure to obey God’s covenant, and it is indicative of Israel’s decline.
