The pronoun they refers to the Aramean soldiers who had surrounded the city, not to the horses and chariots of fire described in the previous verse. It may be helpful to clarify this for your readers. Alternate translation: [And the Aramean soldiers came down to him]

Alternatively, the phrase came down may express a continuation of the action of invading this part of Israel from a higher elevation in Aram, as [6:9](../06/09.md) describes.)
