The king’s palace was apparently high up on the hill on which Samaria was built, while Elisha’s house was farther down the hill. The author is marking travel for change in elevation. See how you translated the comparable expression “go up” in [1:3](../01/03.md). Alternate translation: [was coming] or [came]

The pronoun he refers to the king of Israel. Readers are meant to understand from the context that he arrived right after the messenger, as Elisha said in the previous verse he would. Alternate translation: [And the king also arrived, and he said]

The king is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [So there is no reason for me to wait any longer for Yahweh to rescue us!]
