The king is using the question form to emphasize that he has no resources with which to help the woman. If a speaker of your language would not use the question form for that purpose, you could translate these questions as a statement or as an exclamation. Alternate translation: [I am not able to help you from the threshing floor or from the winepress!]

Here, the threshing floor and the winepress represent the grain and wine that come from them. (The king assumes, generally and correctly, that this woman’s plea has to do with not having enough food.) If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Alternate translation: [since we have no more grain or wine]
