The author is using the participle form Are you striking to describe habitual action. Express this with the verb form that your language would naturally use. Alternate translation: [Do you usually kill those whom you capture with your sword and with your bow]

Elisha is using the question form to get the king to consider that he does not kill soldiers his army has captured in battle, so he should certainly not kill soldiers whom he has captured without a fight. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You do not kill those whom you capture with your sword and with your bow.]

Elisha is implying that since these men were captured without a fight, they should be treated with even greater mercy than soldiers captured in battle, whom the king would not kill. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [You do not kill those whom you capture with your sword and with your bow! So you should not kill these men whom you have captured without a fight.]
