Elisha is using the question form to get the king to consider that he does not kill soldiers his army has captured in battle, so he should certainly not kill soldiers whom he has captured without a fight. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You do not kill those whom you capture with your sword and with your bow.]
