Here the author is speaking of Yahweh as if he were a person who could move up and down in space. This was a common way of describing God appearing to humans to interact with them. Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly. See how you translated the similar phrase in [11:17](../11/17.md). Alternate translation: [And Yahweh met them]

בֶּ⁠עָנָן֮

The implication is that this was the same cloud that represented Yahweh’s presence, which descended on and remained above the sacred tent as described in [9:15–23](../09/15.md). You could include this information if that would be helpful to your readers. Alternate translation: [in the cloud that was over the Dwelling]

Alternate translation: [from God’s Spirit … God’s Spirit] (2) Moses’ own spirit that Yahweh has specially equipped. Alternate translation: [from the spirit … the spirit]

וַ⁠יִּתֵּ֕ן עַל־שִׁבְעִ֥ים אִ֖ישׁ
