OET (OET-RV) But Mosheh replied, “Are you being jealous on my behalf? I’d be happy if Yahweh would put his spirit on all the people and make them into prophets.”
Note 1 topic: figures-of-speech / rquestion
הַֽמְקַנֵּ֥א אַתָּ֖ה לִ֑י
?,zealous you(ms) to=me
Moses is using the question form to rebuke Joshua’s concern. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Do not be jealous for me!]
Note 2 topic: figures-of-speech / explicit
הַֽמְקַנֵּ֥א אַתָּ֖ה לִ֑י
?,zealous you(ms) to=me
By Are you being jealous for me, Moses means “Are you trying to protect my authority as leader?” You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [Are you trying to protect my leadership]
Note 3 topic: figures-of-speech / rquestion
וּמִ֨י יִתֵּ֜ן כָּל־עַ֤ם יְהוָה֙ נְבִיאִ֔ים כִּי־יִתֵּ֧ן יְהוָ֛ה אֶת־רוּח֖וֹ עֲלֵיהֶֽם
and,who? he/it_gave all/each/any/every people YHWH prophets that/for/because/then/when he/it_gave YHWH DOM his/its=breath/wind/spirit on,them
Moses is using the question form to express his wish or desire that all of Yahweh’s people would be prophets. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [If only all the people of Yahweh would be prophets, that Yahweh would give his Spirit on them!]
Note 4 topic: figures-of-speech / infostructure
וּמִ֨י יִתֵּ֜ן כָּל־עַ֤ם יְהוָה֙ נְבִיאִ֔ים כִּי־יִתֵּ֧ן יְהוָ֛ה אֶת־רוּח֖וֹ עֲלֵיהֶֽם
and,who? he/it_gave all/each/any/every people YHWH prophets that/for/because/then/when he/it_gave YHWH DOM his/its=breath/wind/spirit on,them
If it would be more natural in your language, you may want to put the information about Yahweh giving his Spirit before the information about the people becoming prophets, since in the context, Yahweh gives his Spirit before people prophesy. Alternate translation: [And when will Yahweh give his Spirit on all the people of Yahweh, and who will give them as prophets]
Note 5 topic: figures-of-speech / idiom
וּמִ֨י יִתֵּ֜ן כָּל־עַ֤ם יְהוָה֙ נְבִיאִ֔ים
and,who? he/it_gave all/each/any/every people YHWH prophets
Moses is using the phrase who will give as a common expression of his culture to mean “who will make” or “who will cause.” If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [And who will make all the people of Yahweh prophets]
Note 6 topic: figures-of-speech / metaphor
כִּי־יִתֵּ֧ן יְהוָ֛ה אֶת־רוּח֖וֹ עֲלֵיהֶֽם
that/for/because/then/when he/it_gave YHWH DOM his/its=breath/wind/spirit on,them
See how you translated the similar words in [11:25](../11/25.md).
Note 7 topic: grammar-connect-words-phrases
כִּי
that/for/because/then/when
Here the word that introduces a second wish. If the connection between this statement and the previous one is not clear, you may want to use a different connecting word to show how this statement relates to what comes before it. Alternate translation: [and that]
OET (OET-LV) And_he/it_said to_him/it Mosheh zealous are_you to_me and_who will_he_give all_of the_people_of YHWH were_prophets (cmp) YHWH he_will_put DOM his/its_breath/wind/spirit on_them.
OET (OET-RV) But Mosheh replied, “Are you being jealous on my behalf? I’d be happy if Yahweh would put his spirit on all the people and make them into prophets.”
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
