David means specifically that God does not want a sacrifice and that God does not accept a burnt offering as the grounds on which to pardon someone who has committed murder. (The law of Moses provides for no such sacrifice.) You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [you do not delight in sacrifice in cases of murder … you do not accept a burnt offering to pardon a murderer]
