David is not asking God physically to open his lips. He means that he wants God to do something (forgive and restore him, as he has asked) that will cause him to open his lips and declare God’s praise with his mouth. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [Do this, Lord, so that I may open my lips]
