TSNTyndale Study Notes:

5:17-40 The success of the apostles’ ministry again aroused strong opposition (cp. 4:1-3). The wealthy and powerful Sadducees controlled the Temple establishment and had a Temple police force at their disposal. They opposed belief in the resurrection and were determined not to allow the apostles to proclaim their message about the resurrection of Jesus unchallenged. They also sensed that their hold on the Jewish people was loosening, so, filled with jealousy, they attacked the apostles.

Rather, it means that they went into the chamber where the Sanhedrin met so that they could summon the rest of its members to join them there. The phrase even all the elders of the sons of Israel clarifies the name Sanhedrin by describing it membership. Luke is using the word elders here in a general sense to mean “leaders.” He is not making a distinction between “elders” and “rulers” as he does in 4:5. Alternate translation: “the Sanhedrin, which was composed of the leaders of the sons of Israel”
