Even though Moses is speaking to all the Israelites, you and your are singular in this verse. If the singular forms of these pronouns would not be natural in your language, you could use the plural forms in your translation.

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could connect the phrases with a word other than and in order to show that the second phrase is repeating the first one, not saying something additional. Alternate translation: “and you shall call it to mind” or “and think about it”
