כֶּ֣סֶף עוֹבֵ֔ר אִ֕ישׁ

Joash is using the silver passing over a man as a common expression of his culture to mean the money that each Israelite male would pay during a census for the maintenance of the temple. (This was commanded in the law of Moses in Exodus 30:11–16 and originally supported the worship in the tabernacle.) If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [the silver collected during a census] or [census money]

Joash is referring to silver that someone would pay to redeem a person or animal that he had dedicated to Yahweh, as described in Leviticus 27:1–13.
