OET (OET-LV) And of_ the _Paulos having_laying_on on_them ^his_hands, the the holy spirit came on them, and they_were_speaking with_tongues and were_prophesying.
OET (OET-RV) Then Paul placed his hands on them and prayed and the holy spirit came down onto them and they started speaking in other languages and speaking messages from God.
Note 1 topic: translate-symaction
ἐπιθέντος αὐτοῖς τοῦ Παύλου χεῖρας
/having/_laying_on ˱on˲_them ¬the ˱of˲_Paul /his/_hands
Paul laid his hands on these believers as a symbolic action to show that he wanted God to give the Holy Spirit to them. If there is a gesture with similar meaning in your culture, you could consider using it here in your translation. See how you translated the similar expression in 8:17.
Note 2 topic: figures-of-speech / metaphor
ἦλθε τὸ Πνεῦμα τὸ Ἅγιον ἐπ’ αὐτούς
came the Spirit ¬the Holy on them
Luke is speaking as if the Holy Spirit physically came upon these believers. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “they received the Holy Spirit”
Note 3 topic: figures-of-speech / explicit
ἐλάλουν & γλώσσαις
˱they˲_/were/_speaking & ˱with˲_tongues
The implication is that these believers were speaking languages that they did not know. You can include this information if that would be helpful to your readers. Alternate translation: “they were speaking in languages that they did not know”
19:6 When Paul laid his hands on them they received the Holy Spirit, spoke in other tongues and prophesied, thereby experiencing the same filling with God’s power and presence that the disciples had received on the day of Pentecost (2:4, 11).
OET (OET-LV) And of_ the _Paulos having_laying_on on_them ^his_hands, the the holy spirit came on them, and they_were_speaking with_tongues and were_prophesying.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
