Moses is using an ephah and an ephah as a common expression of his culture to refer to two different measurements, a large and a small, used for measuring amounts of grain. The ephah was a standard measure for weighing grain. This is referring to different measurements that someone pretends are the same in order to deceive and cheat someone else.
