The Rabshakeh is using the question form to challenge the claim that Hezekiah’s officials might make that they are trusting in Yahweh. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [And you should not say to me, ‘We trust in Yahweh our God,’ since he is the one whose high places and altars Hezekiah has removed and said to Judah and to Jerusalem, ‘To the face of this altar in Jerusalem you shall prostrate yourselves’!]

The Rabshakeh is addressing Hezekiah’s officials directly (level 1), and he quotes what the officials might say and what Hezekiah has said (level 2). If you have decided to translate all of this long quotation in such a way that there will not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [The great king says that Hezekiah should not tell him that you Judeans are trusting in Yahweh your God. After all, he is the one whose high places and whose altars Hezekiah has removed and told the people of Judah and Jerusalem that they must prostrate themselves to the face of the altar in Jerusalem.]

The word you is plural in the first instance because the Rabshakeh is addressing Hezekiah’s three officials. The word you in the second instance and the word yourself are plural because Hezekiah was addressing all of the Judeans. So use plural forms in your translation if your language marks that distinction.
