The author is stating the pronoun he separately, even though the verb translated as he removed already includes this meaning. He may be doing that in order to emphasize a contrast between what Hezekiah did and what previous kings had done, even godly ones such as Joash, Azariah, and Jotham. The author notes that those kings “did right in the eyes of Yahweh,” but even so, “the high places were not removed.” Alternate translation: [Unlike previous kings, he removed]

If so, it would have been in Jerusalem. Alternate translation: [the prominent Asherah pole in Jerusalem]
