The Rabshakeh is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [My master did not send me to speak these words only to your master and to you! He also sent me to speak them to the men sitting on the wall, who will eat their dung and drink their urine with you!]

Even though the author says that the Rabshakeh spoke to them, the word your and the word you in its first instance are singular because the Rabshakeh is replying directly to Eliakim, who spoke on behalf of all three Judean officials. The word you in its second instance is plural because the Rabshakeh is including Shebnah and Joah in what he says will happen. Use the appropriate singular and plural forms in your translation if your language marks that distinction.
