The author is saying all as an overstatement for emphasis. It becomes clear in the next verse, understood in light of 19:8, that there were some significant cities that Sennacherib had not yet captured. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [and he captured one after another] or [and he captured many of them]
