This is the beginning of something that Sennacherib is saying directly to Hezekiah. It is the rest of the message that the Rabshakeh began to quote in verses 19–21. The Rabshakeh implicitly wants the Judean officials to quote this to Hezekiah as something that Sennacherib has said. The king of Assyria is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Do not think that I have come up against this place to destroy it without Yahweh!]

Sennacherib is not using the phrase without Yahweh to mean that Hezekiah should not think that he has come without Yahweh accompanying him. Rather, he means that he has come after receiving a command from Yahweh. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [without receiving a command to do so from Yahweh]
