OET (OET-LV) Who in_all the_gods_of the_lands are_those_which they_have_delivered DOM land_of_their from_hand_of_my (cmp) YHWH he_will_deliver DOM Yərūshālam/(Jerusalem) from_hand_of_my.
OET (OET-RV) From all the other countries, which of their gods was able to save their people, that might give confidence that Yahweh might be able to rescue Yerushalem from the king’s power?”

The king of Assyria is using the question form to emphasize that none of the gods of other nations have been able to rescue their lands from the Assyrian king. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You cannot name any of the gods of the lands that have delivered their land from my hand, so do not believe that Yahweh will deliver Jerusalem from my hand!]

מִ֚י בְּכָל־אֱלֹהֵ֣י הָֽאֲרָצ֔וֹת אֲשֶׁר־הִצִּ֥ילוּ אֶת־אַרְצָ֖ם מִיָּדִ֑י כִּי־יַצִּ֧יל יְהוָ֛ה אֶת־יְרוּשָׁלִַ֖ם מִיָּדִֽי

If you have decided to translate all of this long quotation in such a way that there would not be quotations within quotations, you can continue doing that in this verse. Alternate translation: [The king emphasizes that none of the gods of the lands have delivered their lands from his hand, so you should not believe that Yahweh will deliver Jerusalem from his hand]
Note 3 topic: grammar-collectivenouns
אֶת־אַרְצָ֖ם
DOM land_of,their
In this instance, the word land is singular in form, but it refers to all of the lands where these gods were worshiped. If it would be helpful in your language, you could use the plural form of “land.” Alternate translation: [their lands]
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
