There are three levels of quotation in this verse. The author is quoting what Isaiah said (level 1). Isaiah tells Hezekiah’s officials what he wants them to say to their master Hezekiah (level 2). This includes a quotation from Yahweh (level 3). Use the appropriate punctuation in your language to mark these levels of quotation, here and at the end of the next verse. Alternatively, you could translate this so that there are not second-level or third-level quotations.

If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: [and Isaiah told them to tell Hezekiah that Yahweh said he should not be afraid from the face of the words that he had heard, by which the servants of the king of Assyria had blasphemed him]

Isaiah uses a specific word for servants that in other contexts can mean a “young man” or “boy.” While Hezekiah told his officials to refer to the Rabshakeh by his official title, Isaiah is belittling the Assyrian officials. Your language may have a comparable expression that you can use in your translation. Alternate translation: [the lackeys of the king of Assyria]
