Alternate translation: [Yahweh says that the Assyrian king must surely have heard that from long ago, he did it, that from days of antiquity, he formed it. Now Yahweh has brought it, that the king should be for devastating fortified cities into ruined heaps]

Yahweh is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Surely you must have heard that from long ago, I did it, that from days of antiquity, I formed it]
