Isaiah is speaking as if the city of Jerusalem were actually a mother and its inhabitants were her daughter. (In the first instance of this image, he uses the term Zion, the mountain on which the city was located, to represent the city itself.) Isaiah is using the present tense to describe something that is going to happen in the future in order to show that it will certainly happen and that it will happen soon. Yahweh, speaking through Isaiah, is speaking to someone whom he knows cannot hear him, the king of Assyria. He is doing this to communicate to Hezekiah that he feels very strongly about that king’s arrogance and mockery. If it would be helpful in your language, here and through verse 28, you could translate these words as if Yahweh were speaking directly to Hezekiah about the king of Assyria. Alternate translation: [The virgin, the daughter of Zion, despises him, she derides him. The daughter of Jerusalem shakes her head after him] or [The people of Jerusalem will despise him, they will deride him. The people of Jerusalem will shake their heads after him]

In this culture, shaking or wagging one’s head at a person was a symbolic action by which people showed contempt and expressed mockery toward that person. If it would be helpful to your readers, you could explain the significance of this action in the text of your translation or in a footnote. Alternate translation: [The daughter will shake her head disdainfully and mockingly after you]

Isaiah assumes that his listeners will know that by after you, he means that the Assyrians will flee from Jerusalem and that the people of the city will make this gesture at them as they run away. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [at you as you flee] or [at him as he flees]
