Yahweh, speaking through Isaiah, is speaking to someone whom he knows cannot hear him, the king of Assyria. He is doing this to communicate to Hezekiah that he feels very strongly about that king’s arrogance and mockery. If it would be helpful in your language, here and through verse 28, you could translate these words as if Yahweh were speaking directly to Hezekiah about the king of Assyria. Alternate translation: [The virgin, the daughter of Zion, despises him, she derides him.
