For stylistic reasons, the author is not using a connecting word between two and three. He may be suggesting that at first two eunuchs looked out, and then a third one did. In other words, he would be portraying Jezebel’s palace staff as slowly but steadily turning against her. It may be more natural in your language to use a connecting word here. Alternate translation: [And two or three eunuchs]
