This could mean: (1) the people denied themselves water as part of fasting or (2) they got water out of a stream or well and poured it on the ground as an outward sign of being sorry for their sin.
7:6 drew water . . . poured it out: This type of ceremony is not mentioned elsewhere in the Old Testament.
