3:15 Yahweh is probably a form of the Hebrew verb “to be,” so it could mean “he causes to be,” or “he who is,” or “I am.” Later Jews were not permitted to speak God’s name aloud, so the Hebrew text supplies the vowels from the word ’adonay (which means “lord” or “master”) whenever God’s proper name, YHWH, appears. In oral reading, the Hebrew reader would pronounce ’adonay, even though the written text is YHWH. We do not know the pronunciation of the divine name. The widely used Yahweh is an informed guess. The English word “Jehovah” is an artificial term made by combining the vowels of ’adonay with the consonants Y-H-W-H. In the NLT, this name is usually translated “Lord” (with small capitals), but it is transliterated “Yahweh” in the few instances, like this verse, where a point is made about the name itself. Also in 6:2-3; 15:3; 33:19; 34:5-6.
וַיֹּאמֶר֩ ע֨וֹד אֱלֹהִ֜ים אֶל־מֹשֶׁ֗ה
and=he/it_said again/more ʼElohīm to/towards Mosheh
As God is still speaking, it may make more sense to omit this in some languages.
Note 1 topic: figures-of-speech / quotemarks
אֶל־מֹשֶׁ֗ה
to/towards Mosheh
After this phrase, a direct quotation begins that continues until the end of chapter 3 at verse 22. This section contains four levels of quotations as God tells Moses to tell the Israelite elders a specific message from God. It may be helpful to your readers to indicate this with an opening first-level quotation mark or with whatever other punctuation or convention your language uses to indicate the beginning of a quotation.
Note 2 topic: figures-of-speech / quotesinquotes

This is a second-level quotation. It may be helpful to your readers to indicate this with an opening second-level quotation mark or with whatever other punctuation or convention your language uses to indicate the beginning of a quotation within a quotation. It may be possible to translate it as an indirect quotation, but you will need to be careful to correctly change the pronoun persons. Alternative translation: “You must tell the Israelites that Yahweh, the God of their fathers, the God of Abraham, the God of Isaac, and the God of Jacob, sent you to them. This is his name forever, and this is his memorial from generation to generation.”
Note 3 topic: figures-of-speech / metonymy
אֱלֹהֵ֣י אֲבֹתֵיכֶ֗ם
god fathers,your_all's
Here, fathers means “ancestors.” Alternate translation: “the God of your ancestors” or “the God whom your ancestors worshiped”
Note 4 topic: figures-of-speech / merism
לְדֹ֥ר דֹּֽר
for,generation generation
The repetition of generation is indicating “to each and every generation” which means “for all people at all times.” If it would be helpful in your language, you could use an equivalent expression or plain language.
