These two phrases mean similar things. God says the same thing twice, in similar ways, for emphasis. If saying the same thing twice might be confusing for your readers, you can combine the phrases into one. Alternate translation: [I will force him to let my people leave the land] However, there is a slight difference in meaning, and you could also choose to bring that out in your translation. The second phrase intensifies the first by portraying Pharaoh as not merely letting the Israelites go, but as forcing them to leave the land. Alternate translation: [I will force him to let them go, in fact, I will force him to force them to leave his land]
