9:1-7 The fifth plague was against the livestock. As with the withholding of flies from the area where the Hebrews lived (8:22-23), the distinction between the livestock of the Israelites and that of the Egyptians (9:4) shows that a natural explanation of this event is insufficient, even if the previous plagues contributed. The Egyptians, like many in the ancient Near East, worshiped the ram, the goat, and the bull as representing power and fertility. These animals had no power before the Lord, in whom true power resides.

וַיֹּ֤אמֶר יְהוָה֙
and=he/it_said YHWH
A new scene begins here. Use the natural form in your language for introducing a new event. This is the beginning of the fifth plague sequence.
Note 2 topic: figures-of-speech / quotemarks
אֶל־מֹשֶׁ֔ה
to/towards Mosheh
After this phrase, a direct quote begins that continues to the end of 9:4 and contains two additional levels of quotes. It may be helpful to your readers to indicate this with an opening first-level quotation mark or with whatever other punctuation or convention your language uses to indicate the beginning of a quotation. There may be other quotations in this chapter; they will be marked by the same punctuation, but they will not have their own notes unless there is something unique about them.
Note 3 topic: figures-of-speech / quotesinquotes

and,say to=him/it thus he/it_had_said YHWH god the,Hebrews
You may want to translate the second-level quotation beginning with Thus says Yahweh as an indirect quotation in order to reduce the levels of quotations in this passage. Alternative translation: “and say to him that Yahweh, the God of the Hebrews, says”
כֹּֽה־אָמַ֤ר יְהוָה֙
thus he/it_had_said YHWH
This quotation formula is used to introduce commands from Yahweh. See 4:intro for more information.
