and=not by,a_hand mighty

The word hand is a metonym for the power of the owner of the hand. There are two further difficulties: (1) Whose hand (power) is being referred to, (2) does the negative mean “not unless” or “not even?” Possible meanings include: (1) “only if he sees that he has no power to do anything else,” where the hand belongs to Pharaoh (2) “only if I force him to let you go,” where the hand belongs to Yahweh, taking “not unless” for the negative (3) “not even if I force him to let you go,” where the hand belongs to Yahweh, taking “not even” for the negative
